A secret government lab run by Dr. Hess (Art LaFleur) has been trying to create the ultimate killer using the DNA of infamous killers Jeffrey Dahmer (Ford Austin) and John Wayne Gacy (Randal Malone), but there’s one big problem: they’ve escaped!
