Après une vague d'attentats visant des centrales atomiques, le commandant Dromard, des services secrets français, est envoyé à Hong Kong sur les traces d'un suspect, Bergourian. Il se lance à la poursuite d'un gang de terroristes asiatiques qui projettent de faire exploser un porte-avions nucléaire américain.
