Superskurken Jimmy har stjålet nogle tophemmelige dokumenter fra TIA-hovedkontoret, og i mangel på bedre sender agentchefen modvilligt Flip & Flop af sted for at skaffe dokumenterne tilbage. For at klare missionen og vise deres værd bliver de to agenter tvunget til at samarbejde med den kriminelle Skallesmæk, der netop er stukket af fra fængslet.
