El alcalde de un pequeño pueblo quiere construir un gran complejo deportivo-cultural en unos terrenos cercanos al pueblo. Cuando todo parece seguir su cauce normal, comienzan a surgir infinidad de pequeños problemas, presiones de uno y otro bando y cuestiones políticas que ponen en peligro el proyecto.
