Igor Tatajew (Philippe Noiret), Direktor eines Moskauer Hotels, hat sich mit dem real existierenden Sozialismus durch kleine Schiebereien und Bestechungen auf angenehme Art und Weise arrangiert. Eines Tages jedoch kommt er mit dem System in Konflikt, als seine Betriebsführung überprüft wird. Zu allem Überfluß wird er auch noch in eine Affäre um jüdische Dissidenten verwickelt.
