Der Bandenchef Mackie Messer heiratet Polly. Ihr Vater, der „Bettlerkönig“ Peachum, ist gegen die Hochzeit und erpresst bei dem Polizeichef die Verhaftung Mackies. Er flieht und kommt aber durch den Verrat der Hure Jenny in Haft. Polly gründet indessen in Abwesenheit Mackies mit seiner Bande eine Bank.
